Em meio \u00e0 realiza\u00e7\u00e3o das confer\u00eancias estaduais e municipais de cultura Brasil afora e, principalmente, \u00e0 elabora\u00e7\u00e3o do Plano Nacional de Cultura pelo Minist\u00e9rio da Cultura (MinC)<\/a>, a \u00e1rea de dan\u00e7a vive um momento de crescente mobiliza\u00e7\u00e3o pol\u00edtica<\/strong>. Respeitando o cronograma inicial proposto pelo Minist\u00e9rio, o Colegiado de Dan\u00e7a elaborou um texto pr\u00e9vio para o Plano Nacional de Dan\u00e7a (PND) que, at\u00e9 o fim do ano, dever\u00e1 ser submetido \u00e0 consulta p\u00fablica durante um m\u00eas. O idan\u00e7a<\/strong> antecipa essa consulta e disponibiliza aqui<\/a> o texto.<\/span><\/p>\n

\u201cO Plano Nacional de Dan\u00e7a, assim como o de Cultura, ser\u00e1 uma ferramenta para os pr\u00f3ximos 10 anos de pol\u00edticas culturais. Por isso \u00e9 muito importante que a classe de dan\u00e7a aponte lacunas, n\u00f3s sabemos que elas existem. As vozes que n\u00e3o se sentirem contempladas pelo documento t\u00eam que aparecer neste momento\u201d, afirma a pesquisadora L\u00facia Matos, que participou da elabora\u00e7\u00e3o do Plano.<\/span><\/p>\n

O Plano Nacional de Cultura \u00e9 um conjunto de estrat\u00e9gias e diretrizes para a execu\u00e7\u00e3o de pol\u00edticas p\u00fablicas dedicadas \u00e0 prote\u00e7\u00e3o e promo\u00e7\u00e3o da diversidade cultural brasileira a longo prazo. \u201cEle \u00e9 significativo, estamos tomando consci\u00eancia do nosso papel de cidad\u00e3os. Temos que garantir a interlocu\u00e7\u00e3o com a gest\u00e3o. E n\u00e3o vamos nos satisfazer apenas com a elabora\u00e7\u00e3o, temos que exigir a implementa\u00e7\u00e3o. \u00c9 o macro se articulando ao micro\u201d, completa L\u00facia.<\/span><\/p>\n

O documento produzido pela \u00e1rea de dan\u00e7a apresenta diretrizes e a\u00e7\u00f5es divididas em seis eixos: gest\u00e3o e pol\u00edticas culturais; economia e financiamento; forma\u00e7\u00e3o em dan\u00e7a e de p\u00fablico; pesquisa, cria\u00e7\u00e3o e produ\u00e7\u00e3o; difus\u00e3o e circula\u00e7\u00e3o; e registro e mem\u00f3ria de dan\u00e7a. Diante da enorme diversidade na produ\u00e7\u00e3o de dan\u00e7a no Brasil, o PND apresenta propostas de diretrizes abrangentes, para que cada regi\u00e3o e inst\u00e2ncia pol\u00edtica possa adapt\u00e1-las de acordo com suas necessidades.<\/span><\/p>\n

O PND \u00e9 o resultado de uma mobiliza\u00e7\u00e3o pol\u00edtica que vem se fortalecendo ao longo dos anos. O cen\u00e1rio atual come\u00e7ou a se desenhar em 2004 com a cria\u00e7\u00e3o das C\u00e2maras Setoriais. Elas foram criadas pelo MinC com a fun\u00e7\u00e3o de estabelecer diretrizes para uma pol\u00edtica cultural de Estado voltada para cada setor (dan\u00e7a, teatro e m\u00fasica), avaliar programas em execu\u00e7\u00e3o e trabalhar para a amplia\u00e7\u00e3o das a\u00e7\u00f5es espec\u00edficas em cada \u00e1rea.<\/span><\/p>\n

Com a C\u00e2mara de Dan\u00e7a criada, foram realizadas caravanas pelo pa\u00eds com o objetivo de escolher, junto aos F\u00f3runs mais atuantes, representantes nacionais. Num primeiro momento, 10 nomes foram selecionados \u2013 eles atuariam at\u00e9 dezembro de 2005. \u201cN\u00f3s faz\u00edamos o diagn\u00f3stico dos principais n\u00f3s cr\u00edticos e depois volt\u00e1vamos \u00e0 regi\u00e3o de origem com as quest\u00f5es discutidas e trazendo novas quest\u00f5es. Era um trabalho em cadeia, confront\u00e1vamos as diferen\u00e7as no Brasil e os eixos que pudessem articular necessidades de cada local\u201d, explica L\u00facia Matos, representante da Bahia. Esse processo durou dois anos, per\u00edodo em que v\u00e1rios documentos foram produzidos.<\/span><\/p>\n

Em 2006, no entanto, os trabalhos nas C\u00e2maras Setoriais foram suspensos, ficando quase dois anos parados. Em 2008, as antigas C\u00e2maras passaram a se chamar Colegiados e ganham uma forma de representa\u00e7\u00e3o baseada numa divis\u00e3o por regi\u00f5es \u2013 agora s\u00e3o tr\u00eas representantes por regi\u00e3o, mudan\u00e7a que n\u00e3o foi bem recebida pela classe. \u201cEssa mudan\u00e7a \u00e9 um equ\u00edvoco, n\u00e3o reflete a diversidade da produ\u00e7\u00e3o em dan\u00e7a no Brasil\u201d, observa L\u00facia. A pr\u00f3xima reuni\u00e3o do Colegiado acontece na quarta-feira (28\/10).<\/span><\/p>\n

Na esfera municipal tamb\u00e9m tem havido forte movimenta\u00e7\u00e3o pol\u00edtica, principalmente em cidades como o Rio de Janeiro e S\u00e3o Paulo. Nas duas capitais, a comunidade de dan\u00e7a organizou encontros e reuni\u00f5es para discutir temas que ser\u00e3o abordados nas respectivas confer\u00eancias municipais, que acontecem neste s\u00e1bado e domingo (24 e 25\/10). S\u00f3 neste fim de semana 86 confer\u00eancias ser\u00e3o realizadas pelo pa\u00eds (clique aqui<\/a> para saber como foi a mobiliza\u00e7\u00e3o no Rio de Janeiro).<\/span><\/p>\n

\u201cTemos que aproveitar o momento para aumentar a import\u00e2ncia da dan\u00e7a nas tomadas de decis\u00f5es pol\u00edticas\u201d, analisa Carmen Luz, diretora do Centro Coreogr\u00e1fico do Rio e uma das principais articuladoras da mobiliza\u00e7\u00e3o da classe na cidade.<\/span><\/p>\n

Amidst state and municipal culture conferences around Brazil and, specially, the elaboration of the National Culture Plan by the Culture Ministry (MinC)<\/a>, the dance area is going through a moment of increasing political mobilization. Keeping up with the original timeline proposed by the Ministry, the Sectorial Dance Chamber drafted a preliminary text for the National Dance Plan (PND) which will be submitted for public consultation during a month until the end of the year. <\/span><\/p>\n

\u201cThe National Dance Plan, like the Culture Plan, will be a tool for the next 10 years of public policies. That\u00b4s why it\u00b4s important for the dance community to point out the blanks, we know they exist. People must speak out now\u201d, states researcher L\u00facia Matos, who participated in the elaboration of the Plan. <\/span><\/p>\n

The National Culture Plan is a set of strategies and guidelines for the execution of public policies aimed at the long term protection and promotion of the Brazilian dance diversity. \u201cIt is very meaningful, we are becoming aware of our role as citizens. We must assure the dialogue with the administration. And we\u00b4ll not settle for the elaboration, we\u00b4ll demand its implementation. The macro is being articulated with the micro\u201d, says L\u00facia. <\/span><\/p>\n

The document produced for the dance area presents guidelines and actions divided into six lines: management and cultural policies; economy and financing; dance training and audience development; research, creation and production; diffusion and circulation and documentation and memory. Given the great diversity of the Brazilian dance production, PND offers comprehensive guideline proposals, so that each region and political sphere can adapt them according to their necessities. <\/span><\/p>\n

PND is the result of the political mobilization that has been gathering strength over the years. The current landscape started to be drafted in 2004 with the creation of the Sectorial Chambers. They were created by MinC with the role of establishing guidelines for a State cultural policy aimed at each sector (dance, theater and music), evaluating undergoing programs and working for the increase of specific actions for each area. <\/span><\/p>\n

After the Dance Chamber was created, several journeys were conducted around the country, aiming to choose national representatives among the most active forums. At first, ten names were selected \u2013 they would work until December 2005. \u201cWe would make a diagnosis of the most critical points and later return to the region after discussing the issues, bringing new solutions. It was a chain work, we confronted the differences within the country and the lines that could articulate the necessities of each place\u201d, L\u00facia, the representative from Bahia, explains. The process lasted for two years, period in which several documents were produced. <\/span><\/p>\n

<\/span><\/p>\n

However, in 2006 the work of the Sectorial Chamber was suspended for almost two years. In 2008, the former Chambers were renamed Colegiados<\/em> and received a new form of representation based on a division by regions \u2013 now there are three representatives for each region. This change was not well received by the community. \u201cThis change was a mistake, it doesn\u00b4t reflect the diversity of the dance production in Brazil\u201d, L\u00facia observes. The next meeting of the Colegiados<\/em> will take place on Wednesday (28\/10). <\/span><\/p>\n

In the municipal level there has also been a strong political mobilization, specially in cities like Rio de Janeiro and S\u00e3o Paulo. In both capitals, the dance community organized meetings to discuss issues that will be approached in each municipal conferences, which will take place on Saturday and Sunday (October 24 and 25). Over the weekend only, 86 conferences will be held around the country. <\/span><\/p>\n
